Automatic transmission shift issues

Hey everyone, I read all the posts and couldn't find my issue. My tranny jumps from 1st to 2nd. But, if I let off the accelerator before it shifts the reapply the accelerator after it's made the shift, it's smooth. Some other research led me to believe it could be a transmission vacuum modulator. Does anyone know if these vans have that. Couldn't find info online and when I look at my tranny I don't see anything that looks close. I do see a little port that appears to be missing something, but it's not clear how that "something" would attach. I have a photo that hopefully shows up here. Think I uploaded correctly. Hey,
Recently bought an 85 LE and experiencing a jolt when shifting into second gear only. All other gears shift smoothly. I’ve read it could be the throttle sensor, any advice would be welcomed before I invest into a mechanic.
