Are u having issues with the U-joint on the intermediate shaft (above the bevel gear)
The bevel gear or the shaft between the gear and the rack?

There was a discussion once, but I think it was on TVP.
Many ideas were tossed about, but as the rubber needs to be reinforced, most were discounted as being potentially unsafe.
Someone mentioned that conveyor belt material might work, but I have no experience with that sort of thing.
Used might be your best/easiest option.
Steering is not exclusive to 4WD vans.

It sounds like you may be referring to the part shown here, although this is for a Liteace. I have been trying to track the U-joints down myself, of which there are two. Part number seems to list it as an assembly, which is the 'intermediate steering shaft', but there are plenty of steering U-joints on eBay that seem like they might be compatible.
Was thinking of taking a chance on ordering one for a Hilux, thinking that it may just be a common Toyota part. Hopefully someone else has some more specific info.
Cant say if that would be a fit but I am likely to find something used I hope!
Toyota refers to the "intermediate shaft" as being the bit the runs between the upper column and the Bevel Gear (inside the lower column between your feet)
The "Torque Shaft" connects the Bevel Gear to the Steering Rack (outside the cabin) (U-joint @ the BG, rubber coupler at the Rack Pinion)
Sorry, I took "The shaft, before the steering rack" to 2nd option.
