Any idea why the speedometer cable needle keeps going back inside the cable?

I have an 1989 Toyota Van and installed a new speedometer cable but the needle on the inside of the cable keeps going in preventing contact with the gauge.

be needle you mean the cable right? its probably too short of a cable
