Cant find thermostat on my 93 Liteace 2Y engine...

i recently picked up a liteace as a project van, the engine doesnt get over 1/4 on the temperature gauge and takes a long time to warm up. my first thought was a stuck open thermostat so i went and purchased a new one to fit myself..
i opened up the housing that has the top radiator hose and radiator cap but there is no thermostat inside and the one i bought does not fit in anyway. am i looking in the wrong place here? please help lol1050910510

Don't know the 2Y but on the 4Y the T-stat is located where the lower rad hose meets the block, might be worth a look.
