How to turn down Idle?

Hi, so you may know from my previous posts that a "friend" somehow got my van into deep water. Shirt story: the mechanics raised the idle to get out the water and I need to bring it down for my smog test.

Does anyone know how I can do this?

Go down to where he installs the idle adjustment screw- It's about half way down the page. It's on the throttle body close to where the air intake hose attaches to the throttle body. In or out, can't remember which one but it has a rubber cover on it.
